Launching of Youth Internet Governance Forum of Pakistan

Internet Governance Forum of IGF Pakistan is launching another initiative for Teenagers and Youngsters, i.e. Youth Internet Governance Forum of Pakistan with the collaboration of “TaC-Together against Cybercrime International”

Youth Internet Governance Forum:
The Youth IGF aims to give the opportunity of equal multi-stakeholder participation in the building process of the Information Society to teenagers and young people from different countries of the world.

Youth Internet Governance Forum of Pakistan:
Miss Erum Arif has been chosen to serve the community as an Ambassador to Youth Internet Governance Forum of Pakistan initiative. Just after accepting her responsibilities, She is organizing first Meeting of yIGF Pakistan on 22nd October 2016.

IGF 2016 Registration Opens

Comments Invited on IGF Retreat

A two-day working retreat on “Advancing the Ten-Year Mandate of the IGF” was organized by the UN Secretariat in Glen Cove, New York from 14 to 16 July 2016. Against the backdrop of a newly extended ten-year mandate, the programme of the retreat examined areas for further  development and improvements for the IGF, anchored in the Tunis Agenda as well as subsequent recommendations made by the IGF Community, the UN Commission on Science and Technology for Development (CSTD) Working Group on IGF Improvements, and multiple reports from the first 10 years of IGF meetings.

Forty attendees from each of the four IGF stakeholder communities – Government, the private sector, civil society and the technical community – as well as UNDESA/IGF Secretariat staff, were present at the retreat. The resulting proceedings record of the discussion that took place is published and available for comment on the IGF’s website.

Many of the ideas and suggestions that emerged from the retreat have been compiled in the following document and are included as an annex to these proceedings.The compilation is structured and ordered following the agenda of the retreat and is published here for ease of reference and to facilitate public consultation.

All stakeholders are invited to make comments and any additional suggestions by September 26th, 2016 for review by the community and as input to the 2016 Internet Governance Forum (IGF): ‘Enabling Inclusive and Sustainable Growth’, scheduled to take place from 6-9 December 2016 in Guadalajara, Mexico.

IGF Retreat Output Document is available for commenting until 26 September.

National Assembly Passed The Prevention of Electronic Crime Bill 2015

The Prevention of Electronic Crime Bill 2015 passed in the National Assembly with majority vote on Thursday, August, 11 2016.

The senate has already approved the cyber crime bill with 50 amendments in July this year.

Minister of State of Information Technology and Telecommunication Anusha Rehman had presented this bill earlier this year.

IGF Pakistan invites Nominations for the Ambassador to Youth Internet Governance Forum.

Internet Governance Forum of Pakistan is committed to encourage youth involvement in dialogue to address the Internet Governance Issues. IGF Pakistan is aggressively and actively involved in organizing and development of Secure and Civilized Internet for Kids, Teenagers and Youngsters. With the same mission IGF Pakistan is supporting Youth Internet Governance Forum in Pakistan and invites nominations from Youth community to nominate their representative as the Ambassador to Youth Internet Governance Forum. IGFPAK Invites to Host IGF 2016 Remote Hubs

IGF Pakistan is inviting for proposals to Host “IGF 2016 Remote Hubs” to motivate National Community participation remotely in the IGF 2016 at Guadalajara, Mexico.

Universities are invited to host “IGF 2016 Remote Hubs” at their Main Campuses or Sub Campuses anywhere in Pakistan. Please contact info(at)IGFPAK(dot)Org for further detail. IGF Pakistan will provide technical support and assistance to make the remote hubs successful.

Remote Hubs will enable local community, youth, Researchers and Student to attend the Eleventh IGF meeting in Guadalajara, Mexico, Remotely! Remote participants/hubs will be able to interact with the meeting by sending text questions and/or video/audio interventions using the remote participation platform.

Remote participation, and specifically the hubs structure, has been successful in previous IGFs. IGF Pakistan has arranged IGF Remotes Hubs at International Islamic University 2011 and 2012.

Retreat of the Internet Governance Forum

Retreat on Advancing the 10-Year Mandate of the Internet Governance Forum will be held on 14-16 July 2016 at Glen Cove, New York (Three-Day Two-Night Retreat):

In the outcome document of the General Assembly on the overall review of the outcomes of WSIS (A/RES/70/125 of 16 December 2015), the existing mandate of the Internet Governance Forum (IGF) was extended for another 10 years, with a call to show “progress on working modalities and the participation of relevant stakeholders from developing countries” and “accelerated implementation of recommendations in the report of the Working Group on Improvements to the Internet  Governance  Forum  of  the  Commission  on  Science  and  Technology  for Development”.

Against that backdrop, a two-day working retreat is proposed by UN Secretariat as part of the process of continual improvement of the IGF. A strategic dialogue will be held among experts, policymakers and practitioners in enriching IGF as the global forum for facilitating multistakeholder policy discussion and exchange on public policy issues related to key elements of Internet governance, in order to foster the sustainability, robustness, security, stability and development of the Internet (in line with its mandate as established by the Tunis Agenda para 72).  As part of the discussion, we will welcome inputs on how the IGF discussions can contribute to the implementation of the 2030 Agenda for Sustainable Development.

Expected outcomes of the retreat include (but are not limited to):
(i) ways to improve the overall preparatory process of the IGF, the structure and nomination process for the Multistakeholder Advisory Group (MAG), and ways to strengthen the IGF Secretariat;
(ii) measures to engage those stakeholders who are currently unengaged, with a view to expand and diversify physical and virtual participation;
(iii) finding ways to better capture the outputs of the IGF and increasing their visibility and impact;
(iv) ideas to support the work of national and regional IGF initiatives, and leverage the synergies between them as well as synergies with the IGF; and
(v) modalities to ensure sustained funding to support the IGF and the IGF Secretariat.

Retreat modality: The proposed retreat will be conducted in a participatory manner. Retreat participants are requested to be involved in designing and organizing the program and to act as moderators and discussants. Limited funding will be available to fund participants from developing countries.

Call for participants:
Participants will be invited from relevant stakeholder groups such as governments, private sector, civil society, technical community and international and intergovernmental organizations, past and current MAG members, past IGF host country representatives and the IGF community in general. In view of retreat limitations, the number of participants is estimated at 35. It is expected there will be 5 participants from each of the 4 IGF Stakeholder communities. The balanced participation and broad diversity across a number of considerations is assured. Finally, the UN Secretariat will publish a “Call for inputs” with guiding questions to solicit inputs from all relevant stakeholders and the wider IGF and WSIS community.

The UN Secretariat welcomes nominations by individuals or any stakeholder groups and institutions to participate at the proposed retreat. Nominations were received until 7 June 2016.

Call for Written Inputs on IGF Retreat 2016

All stakeholders are invited to send written inputs commenting on issues that will be discussed (agenda), with reference to the following background documentation. The guiding questions below are based on the the draft agenda:

1)    What are some ways to:

  • Improve the overall preparatory process of the IGF,
  • Improve the nomination process and make-up of the Multistakeholder Advisory Group (MAG) and the appointment process for the IGF-MAG Chair,
  • Strengthen the IGF support structures?

2)    What measures can be taken to engage those stakeholders who are currently unengaged, with a view to expand and diversify physical and virtual participation?

3)    What are the ways we can better capture the outputs of the IGF and increase their visibility and impact?

4)    What modalities should be put in place to ensure sustained funding to support the IGF process and the IGF Secretariat.

5)    How can the IGF better support the work of national and regional IGF initiatives (NRIs) and how can synergies between the IGF and NRIs and amongst NRIs be increased?

6)    What are other issues, if any, that could be discussed at the Retreat?

Please keep your inputs concise. The deadline for submitting contributions to is 1 July.  All written inputs received will be shared in public on the IGF website. IGF asked to group your inputs according to the specific agenda item if possible. If some one on his individual capacity or on behalf of an organization is willing to contribute their inputs, IGF Pakistan staff is available to assist in organizing the inputs in a group format and will submit the joint inputs with endorsements of your name or the name of the organization contributing their inputs. IGF 2016 at Mexico – 6-9 December 2016


The 2016 Internet Governance Forum (IGF):
‘Enabling Inclusive and Sustainable Growth’, is scheduled to take place from 6-9 December 2016 in Guadalajara, Mexico

The Internet Governance Forum (IGF) is a platform with an aim to enhance participation from stakeholders from developing countries, youth and those joining the IGF online to discuss policy dialogue on prevailing and emerging issues on Internet Governance EcoSystem.

Last year along with the WSIS +10 Review process, progress on the IGF was reviewed. Finally, The IGF mandate was extended for ten years by the United Nations General Assembly on 16 December 2015. IGF aims at fostering the sustainability, robustness, security, stability and the development of the Internet, thus facilitating content development and access to information and knowledge.

IGF Pakistan has also been participating actively in dialogues on the IGF and WSIS +10 Review process as well as the advocacy for the renewal of IGF mandate. During the High Level Meeting Sessions of the United Nations General Assembly on 16 December 2015, IGF Pakistan delivered a Awareness Session on “WSIS +10 Review and Beyond” at Secretariat Training Institute Pakistan (STI), Islamabad where 80+ Government high level officials were registered.

Asia Pacific Regional IGF 2016 at Taipei

Asia Pacific Regional Internet Governance Forum (APrIGF) 2016 will be held from July 27  – 29, 2016 at NTUH International Convention Center, Taipei, Taiwan. Youth IGF, will be held in parallel.

IGFPak participation in WSIS +10 Overall Review Meeting

IGFPak is participating in WSIS +10 Overall Review Meeting, which is being held on Monday, March 2, at ICC Headquarters in Paris, organized by Global Partners DIGITAL, APC and civil society organisations in collaboration with the Internet Society (ISOC) and the International Chamber of Commerce (ICC).

Asia Pacific Regional IGF 2015 at Macao

Asia Pacific Regional Internet Governance Forum (APrIGF) 2015 will be held from 30 June to 3 July at the Macau University of Science & Technology, Macao, which is being hosted by HNET.Asia

APrIGF is also committed to engage next generation on the Internet governance discussions at Youth IGF, which is being held in parallel.

APrIGF 2015 @ MACAO will be held in conjunction with an annual local telecommunications event,CommunicMacau Expo, from 3 to 5 July 2015.

Note: After successful workshops at APrIGF-2013@Seoul and APrIGF-2014@NewDelhi, Internet Governance Forum of Pakistan is very much motivated to participate in the Regional IGF Forum this year too and willing to conduct workshop/ meetings at Macao. We hope for the stakeholder active participation to discuss common IG Related issues and advocacy of agenda items held at this regional Internet Governance Forum.
